Household
Direct-impact altitude: usually a person or household, but sometimes a tenant, occupier, business, employee or another directly affected party.
Method
Orbital Scene is a deterministic decision-framing instrument. It examines the same public decision from different analytical positions, makes the limits of each position explicit, distinguishes external evidence from authored interpretation, and leaves the decision with the human judgement responsible for making it.
Built initially for English local government.
Analytical position
Orbital Scene does not generate a new answer when altitude changes. It changes the analytical position from which the same issue is examined. No altitude is treated as superior to another; each one brings a different kind of responsibility into focus.
Direct-impact altitude: usually a person or household, but sometimes a tenant, occupier, business, employee or another directly affected party.
Operational delivery, workflow, capacity, handoffs and implementation.
Whole-council accountability, finance, governance, priorities and trade-offs.
Interdependence across partners, providers, communities, markets and place.
National policy, structural conditions, funding systems, demographics and longer-term forces.
Architecture
Altitude is the analytical position. Viewport is the lens used to inspect the issue from that position. Seven universal analytical viewports form the core instrument across every Public Sector area: Scene, Movement, Connections, Policy, Governing Frame, Receipt and References.
Governing Frame separates verified law, regulation, statutory guidance and formal constraints from Policy, which represents intervention and intent. System appears where richer authored system models exist. It is additional authored depth, not missing functionality elsewhere.
Bounded perspective
Orbital Scene does not present any altitude as the complete picture. Each scene explicitly identifies what enters view, what loses resolution and what the current altitude cannot decide by itself.
The purpose is not to find the one correct altitude. It is to prevent one perspective from being mistaken for the whole decision.
Evidence discipline
Analytical framing, salience and interpretation are authored. External factual, legal and policy claims are supported by sources, with primary and official material preferred and established institutional or academic evidence used where appropriate.
External evidence supports claims about the world; it does not “prove” Orbital Scene's analytical frame. Material evidence remains inspectable through References, while authored analysis does not receive fabricated citations.
Editorial standard
Public decisions can involve government policy, elected-member priorities, distributional choices and genuinely contested interpretations. Orbital Scene does not pretend those dimensions are absent. Its editorial standard is to describe them without endorsing a political party, policy preference or preferred decision.
Authored content is reviewed for political neutrality, institutional fairness, resident and service-user tone, directive language, evidence and causation, and fact versus authored interpretation.
Political neutrality does not require false balance or vague language. The aim is precise, evidence-disciplined language that keeps structural analysis strong without turning interpretation into asserted fact.
The current Public Sector corpus has undergone independent senior editorial review and targeted neutrality and relevance review.
Product controls
Production analytical views are authored and deterministic rather than generated at runtime. No model inference changes the analytical output.
External evidence and governing provisions remain inspectable and source-mapped.
Same area + same altitude + same content version = same authored output. Receipts retain version and provenance context where available.
Orbital Scene informs professional judgement. It does not make, automate or recommend the decision.
No account is required for the core analytical instrument, and its deterministic rendering does not depend on an API or database call. Submitting feedback is a separate, voluntary network action.
Professional judgement
Orbital Scene changes the frame through which a decision is examined. It can surface dependencies, competing responsibilities, external evidence and the limits of a given perspective. It does not resolve the judgement for the people accountable for making it.
Raise altitude for pattern. Lower altitude for consequence.
