One household, one housing history

At the lowest altitude the housing system is not a service — it is a sequence of nights, letters and thresholds experienced by one household in one tenure.

Viewport
A single household from first insecurity — arrears, a Section 21, a relationship breakdown — through to whatever settled or unsettled housing outcome it reaches.
Unit of analysis
The household as a continuous housing biography, not a set of separate homelessness applications.
Stakeholder universe
The household and its children; the private landlord or social landlord; the housing options officer; the duty caseworker; a school; sometimes a GP, a debt adviser or a domestic abuse worker.
Where experience sits
Sits entirely with the household: the uncertainty of whether the letter means eviction, the repeated retelling of the same story to different officers, the cost of storing belongings, the school run from an unfamiliar postcode.
Where power sits
Occupation decisions sit with landlords, allocation processes and courts, while the household can provide evidence, use review rights and pursue available routes.
Where responsibility sits
Once a duty is triggered, formal responsibility sits with the local housing authority; the household also has procedural requirements to provide relevant information and engage with the process, including in relation to suitable offers.
Where resources sit
At this altitude, resources may include discretionary housing payment, a deposit guarantee, advice, and household or family support where available.
What enters the viewport
Sequence and cumulative cost — the order in which arrears, notice, application and placement occurred, and what each move cost the household in money, schooling and health.
What loses resolution
Everything comparative. Whether this household's experience is typical, rare or systemic is invisible from here, as is the size of the queue behind it.
Resolution disclosure
This altitude renders lived sequence at full fidelity and market conditions at none. Do not use it to infer service performance or supply pressure.
