Housing & Homelessness / Service / Altitude 02
The housing options service as a flow system
Raise altitude and the household becomes one unit of demand inside a queue whose shape is set by prevention capacity, relief timescales and lettings supply.
- Viewport
- The housing options and homelessness service: approaches, prevention and relief duties, decisions, reviews, and the allocations queue feeding out of it.
- Unit of analysis
- The case — counted, timed and categorised — and the caseload it belongs to.
- Stakeholder universe
- Housing options officers and team leaders; the allocations team; landlords in the private rented sector; registered providers holding nomination agreements; applicants collectively as a queue.
- Where experience sits
- Visible only in aggregate — average time in relief duty, repeat approaches, review volumes. Individual distress becomes a case note field rather than a lived narrative.
- Where power sits
- Sits with the scheme and its thresholds: the allocations policy, the suitability standard, the prevention fund criteria. Officers exercise discretion inside rules they did not write.
- Where responsibility sits
- Held by the service head against statutory timescales and the homelessness code of guidance, and against a demand curve the service cannot control.
- Where resources sit
- Officer hours, prevention fund, deposit and incentive budgets, and access to nominations. Supply is the binding constraint; every other resource is a way of rationing it.
- What enters the viewport
- Patterns — which eviction reasons dominate, where prevention actually holds, which landlords repeatedly serve notice, how long relief takes to convert to settled housing.
- What loses resolution
- The individual household's continuity. A family that moves three times shows as three placements, not as one deteriorating year.
- Resolution disclosure
- This altitude renders flow and threshold behaviour reliably. It cannot tell you why an individual case went wrong, nor what happens to the household after discharge of duty.
