Housing & Homelessness / Civic / Altitude 04
Housing need distributed across a place
At civic altitude the council is one actor among landlords, health, courts and developers, and the housing outcome is produced by all of them jointly.
- Viewport
- The whole place: tenure mix, local market rents, registered provider stock, court possession lists, hospital discharge pressure and neighbouring authorities' placements.
- Unit of analysis
- The local housing system — supply, demand and displacement across every tenure and institution in the area.
- Stakeholder universe
- Registered providers; private landlords and letting agents; developers and land owners; the ICB and hospital discharge teams; the county court; police and probation; voluntary sector and faith providers; residents' associations; adjoining councils placing households inbound.
- Where experience sits
- Reappears in a different form — as neighbourhood churn, school mobility rates and pressure on GP lists rather than as one family's story.
- Where power sits
- Diffuse and largely outside the council: landlords deciding whether to remain in the sector, developers deciding what to build, registered providers deciding conversion and disposal, courts setting possession pace.
- Where responsibility sits
- Legally the council's, practically shared. No single institution in the place is accountable for total housing supply.
- Where resources sit
- Land, planning gain, grant programmes, private capital, registered provider balance sheets and health funding — none of them under one controlling mind.
- What enters the viewport
- Displacement and spillover — out-of-area placements, cross-boundary competition for the same private rented stock, discharge delays translating into housing demand.
- What loses resolution
- Organisational detail. Which team decided what, and under which internal policy, is no longer legible.
- Resolution disclosure
- This altitude renders interdependence clearly and internal accountability poorly. Do not use it to allocate blame to a single organisation.
